Under Zero Corruption Based Policy (Z.C.B.P.), the process of termination will be developed in place of complaints regarding Corruption/Indiscipline/Others etc. matters found in Administration/Management/Government/Semi-Government/Institutional/Others. जीरो करप्शन बेस्ड पॉलिसी के अन्तर्गत प्रशासकीय/प्रबन्धकीय/शासकीय/अर्धशासकीय/संस्थानिक/अन्य में भ्रष्टाचार/अनुशासनहीनता/अन्य आदि के मामलों में शिकायत प्राप्ति के उपरान्त निलम्बन (सस्पेंशन) पद्धति को समाप्त करते हुए उसके स्थान पर बर्खास्तगी की कार्यवाही के उपरान्त जॉंच की पद्धति को विकसित किया जाएगा।

It will be must to fill the proper bond by Complainer in which it is must to mention that the complaint by Complainer (All Category) is free from all greed, jealousy, enimity, ill intention etc. शिकायत करते समय शिकायतकर्ता द्वारा बाण्ड भरवाया जाना आवश्यक होगा जिसमें उल्लिखित किया जाना अनिवार्य होगा कि यदि शिकायतकर्ता (समस्त श्रेणी) द्वारा किए गए शिकायत समस्त प्रकार के राग, द्वेष, ईर्ष्या, लालच, लोभ आदि से रहित है|

In case of false allegations from Complainer (All Category), there is a provision for reimbursement for affected Officer/Officers/Servant/Servants(All Category) suspension period all Allowances like Salary/Fixed Salary/Others (All Category) be claimed from money deposited by Complainer or from Complainer fixed/movable asset. शिकायत के झूठी पाए जाने पर शिकायतकर्ता (समस्त श्रेणी) के शिकायत से प्रभावित अधिकारी/अधिकारियों/कर्मचारी/कर्मचारियों (समस्त श्रेणी) की बर्खास्तगी के दौरान समस्त भत्तों यथा वेतन/नियत वेतनमान/अन्य (समस्त श्रेणी) का भुगतान शिकायतकर्ता द्वारा जमा कराए गए धनराशि द्वारा वसूल की जाएगी अथवा शिकायतकर्ता के चल/अचल सम्पत्ति से वसूल किए जाने का प्रावधान प्राविधानित है|

In the case of false allegation/s Complainer (All Category) neither have any objection nor will take help from the court on action taken against with an FIR for damaging the credibility/contempt/defamation/honor/criminal offense/others of the Institution and/or affected officer/officers/servant/servants/others (All Category). झूठी शिकायत के मामलों/मामले में प्रभावित अधिकारी/अधिकारियों/कर्मचारी/कर्मचारियों/अन्य (समस्त श्रेणी) के साथ-साथ संस्थान के साख को हुए सामाजिक/आर्थिक/अन्य (समस्त श्रेणी) नुकसान हेतु मानहानि/आपराधिक/अन्य की कार्यवाही यथा प्राथमिकी दर्ज कर कार्यवाही किए जाने पर शिकायतकर्ता को कोई आपत्ति नहीं होगी न ही शिकायतकर्ता न्यायालय की मदद लेगा।

The investigation will be carried out by a third party in the order of received complaints on the basis of factual/physical/or other mediums. There will be provisions for the investigation from the first party, the investigation from the second party, the investigation from the third party. शिकायती पत्र के क्रम में प्राप्त शिकायत की जॉंच साक्ष्यिक, भौतिक अथवा अन्य माध्यमों से तृतीय पक्षीय जॉंच कराया जाएगा। जॉंच की पद्धति प्रथम से, जॉंच पद्धति द्वितीय से, जॉंच पद्धति तृतीय से कराया जाना प्राविधानित होगा।

The maximum investigation time period for each institution will be 45 days. In the case of non-complaince of the time period, this will be decided by the agreement from related division/department/institution/others. प्रत्येक संस्थान के आंतरिक जॉंच की अधिकतम समय सीमा 45 कार्य दिवसों की होगी अन्यथा की स्थिति में सम्बन्धित प्रभाग/विभाग/संस्थान/अन्य के अध्यक्ष की सहमति के आधार पर निर्णय निर्भर होगा। जॉंच अधिकारी द्वारा किए गए जॉंच की सम्बन्धित प्रभाग/विभाग/संस्थान की स्वीकार्यता आदि के निर्णय पर निर्भर होगा।

A third Party investigation can be carried out on the decision of Chairman/President/Managing Director in the complaints regarding management etc. which will be applicable on division's/institution's etc. state-level institution/joint venture president or after the approval from Managing Director/President of Kendriya Krishi Vikas Sansthan related state-level president services could be dissolved with immediate effect in which after approval from Managing Director/President Kendriya Krishi Vikas Sansthan on the basis of the gravity of offense FIR to be lodged ensuring the actions to be taken under Zero Corruption Based Policy for which related offender will not have any objection. प्रबन्धकीय आदि के शिकायत से सम्बन्धित मामलों में चेयरमैन/अध्यक्ष/प्रबन्ध निदेशक केंद्रीय कृषि विकास संस्थान के निर्णय पर तृतीय पक्षीय जॉंच के अनुमोदनोपरान्त कार्यवाही/जॉंच की जा सकेगी जो प्रभाग/संस्थान आदि के प्रदेश स्तरीय संस्थान/संयुक्त उपक्रम के अध्यक्ष पर लागू होगी अथवा प्रबन्ध निदेशक/अध्यक्ष केन्द्रीय कृषि विकास संस्थान के अनुमोदनोपरान्त सम्बन्धित प्रदेश स्तरीय अध्यक्ष की सेवा तत्काल प्रभाव से समाप्त किया जा सकेगा जिसमें प्रबन्ध निदेशक/अध्यक्ष केन्द्रीय कृषि विकास संस्थान के अनुमोदनोपरान्त अपराध की श्रेणी के आधार पर प्राथमिकी दर्ज कराकर जीरो करप्शन बेस्ड पॉलिसी की कार्यवाही सुनिश्चित की जा सकेगी जिसमें सम्बन्धित को कोई ऐतराज नहीं होगा।

Zero Corruption Based Policy will be subject to change from time to time. President/Managing Director of Kendriya Krishi Vikas Sansthan has all rights reserved for any type of modification or there is provision for ending the action of suspension and implementing the termination under Zero Corruption Based Policy corruption/activities against the institution or bribery etc. grave offenses. जीरो करप्शन बेस्ड पॉलिसी समय-समय पर परिवर्तनीय होगा। किसी भी परिवर्तन का अधिकार अध्यक्ष/प्रबन्ध निदेशक, केन्द्रीय कृषि विकास संस्थान को होगा अथवा जीरो करप्शन बेस्ड पॉलिसी के अन्तर्गत भ्रष्टाचार/संस्थान विरोधी गतिविधियों अथवा उत्कोच आदि के संगीन मामलों में निलंबन की कार्यवाही समाप्त करते हुए बर्खास्तगी की कार्यवाही सुनिश्चित कराए जाने का प्रावधान प्राविधानित है।

In order to activities against people/agriculture/farmer/institution/state/center/nation by state-level officer/officers/servant/servants (All Category) of Kendriya Krishi Vikas Sansthan or after the registration of corruption charges related to officer/officers/servant/servants services will be considered dismissed with immediate effect. This means if the time of complaint registration as per the English calendar 10:05 AM then related officer/officers/servant/servants services will be considered dismissed from 10:05 AM and this will be effective till the completion of the investigation. If the complaint found to be true then along with termination there is provision for ensuring judicial/penalty actions after the registration of FIR on the category of a criminal offense. केन्द्रीय कृषि विकास संस्थान के राज्य स्तरीय अधिकारी/अधिकारियों/कर्मचारी/कर्मचारियों (समस्त श्रेणी) द्वारा किए/कराए गए किसी भी प्रकार के जन/कृषि/कृषक/संस्थान/राज्य/केन्द्र/राष्ट्र विरोधी गतिविधियों में संलिप्तता के क्रम में अथवा भ्रष्टाचार के मामलों में शिकायत पंजीकरण के पश्चात् सम्बन्धित अधिकारी/अधिकारियों/कर्मचारी/कर्मचारियों की सेवा तत्काल प्रभाव से बर्खास्त माना जाएगा अर्थात यदि शिकायत पंजीकरण का समय किसी भी अंग्रेजी तारीख के समय 10ः05AM हो तो सम्बन्धित अधिकारी/अधिकारियों/कर्मचारी/कर्मचारियों की सेवा 10ः05 मिनट से बर्खास्तगी की कार्यवाही को तत्काल प्रभावी माना जाएगा और यह तब तक प्रभावित रहेगा जब तक की जॉंच पूरी न हो जाए। यदि जॉंच में शिकायत सत्य पाई जाता है तो बर्खास्तगी की कार्यवाही के साथ-साथ अपराध की श्रेणी के आधार पर प्राथमिकी दर्ज कराते हुए वैधानिक/दंडात्मक कार्यवाही भी सुनिश्चित कराए जाने का प्रावधान प्राविधानित है।

There is a provision for recovering 10 times the financial corruption even it happened by mistake. There will be provision for the adoption of third party investigation or cross investigation. There will be a provision for penalty/judicial/other actions in the case/s of bribery (all types) officer/officers/servant/servants/other (All category) including involved bribe offering person/citizen/people representative (all category)/officer/officers/servant/servants considering corruption catalyst will face forceful and 100% implementation obligation on Investigation Officer. There will be the provision of departmental action against related/identified Investigation Officer's improper, misleading malafide actions. वित्तीय आदि के मामले/मामलों में हुई अनियमितिता चाहें वह भूलवश ही हो, की दशा में हुई क्षति का दस गुना तक की वसूली एवं अन्य कार्यवाही का प्रावधान प्राविधानित होगा। तृतीय पक्षीय जॉंच पद्धति अथवा क्रॉस जॉंच पद्धति अपनाया जाना प्राविधानित होगा। रिश्वत (समस्त श्रेणी) के मामले/मामलों में रिश्वत लेने वाले अधिकारी/अधिकारियों/कर्मचारी/कर्मचारियों/अन्य (समस्त श्रेणी) के साथ-साथ रिश्वत देने वाले व्यक्ति/जन/जन प्रतिनिधि(समस्त श्रेणी)/ अधिकारी/अधिकारियों/कर्मचारी/कर्मचारियों पर भ्रष्टाचार हेतु भ्रष्टाचार उत्प्रेरक मानते हुए दण्डात्मक/वैधानिक/अन्य कार्यवाही किए जाने का प्रावधान प्राविधानित होगा जिसका क्रियान्वयन सख्ती से लागू कराने की बाध्यता सम्बन्धित/चिन्हित जॉंच आधिकारी की होगी। सम्बन्धित/चिन्हित जॉंच आधिकारी द्वारा किसी भी प्रकार की हीलाहवाली/अन्य की स्थिति में विभागीय कार्यवाही कराते हुए बर्खास्तगी की कार्यवाही सुनिश्चित किए जाने का प्रावधान प्राविधानित होगा।

The investigation officer concerned in all aspects of the cases/cases of corruption originators/originators (bribes)/temptation/greed and others or people/farmers/public representatives/media representatives etc. (as applicable to all categories) who are taking positive initiatives for the promotion of corruption Provision will be made to take appropriate/appropriate/concrete/punitive action/other appropriate action on the basis of inquiry report/report under temptation/greed/other non-investigation or zero corruption based policy Or In case of registering an FIR as per the requirement, the investigating officer of the institute will ensure that every investigation of the concerned investigating officer (police) is monitored by virtue/merit from its level. भ्रष्टाचार उत्प्रेरक/उत्प्रेरकों(रिश्वत)/लोभ/लालच एवं अन्य अथवा भ्रष्टाचार बढ़ावा हेतु सकारात्मक पहल करने वाले जन/कृषक/जन प्रतिनिधि/मीडिया प्रतिनिधि आदि (समस्त श्रेणी हेतु लागू) के मामलों/मामले में सम्बन्धित जॉंच अधिकारी समस्त पहलू की गहनता से लोभ/लालच/अन्य रहित जॉंच अथवा जीरो करप्शन बेस्ड पॉलिसी के तहत जॉंच कर जॉंच आख्या/रिपोर्ट के आधार पर उचित/उपयुक्त/ठोस/दण्डात्मक कार्यवाही/अन्य उचित कार्यवाही कराए जाने का प्रावधान प्राविधानित होगा अथवा आवश्यकतानुसार प्राथमिकी दर्ज कराने की दशा में संस्थान के जॉंच अधिकारी सम्बन्धित विवेचनाधिकारी (पुलिस) के प्रत्येक विवेचना की जॉंच अपने स्तर से गुण/दोष के आधार पर निगरानी कराते हुए सुनिश्चित कराएगा।

The institution's Investigation Officer (IO) will be behaving responsibly for bribeless investigation with Police Investigation Officer. If the investigation officer put him pity concern related to expenses/travel allowances/others then he could get such allowances on the term of the investigation will be carried out with Investigation Officer (Police) conforming to Zero Corruption Based Policy. संस्थान के जॉंच अधिकारी की यह भी जिम्मेदारी होगी कि पुलिस के जॉंच में विवेचनाधिकारी द्वारा रिश्वत विहीन विवेचना कराई जाए यदि विवेचनाधिकारी द्वारा खर्चे/यात्रा भत्ता/अन्य का रोना रोया जाए तो वह ऐसे भत्ते संस्थान से इस शर्त के साथ प्राप्त कर ले कि विवेचनाधिकारी (पुलिस) द्वारा जीरो करप्शन बेस्ड पॉलिसी के आधार पर विवेचना किया जाएगा/जा रहा है।

There will be a provision for third party investigation to support Investigation Officer (Police) investigation under Zero Corruption Based Policy (ZCBP) for assisting Institution's Investigation Officer in the case of Representatives of Lok Sabha/Lok Sabha Member/Rajya Sabha Member/Assembly Member/Leader or Opposition or their party or representatives of registered/recognized parties in Election Commission or other public servants or District Level/Tehsil Level/Block Level/Nyaya Panchayat Level/Gram Sabha/Panchayat Level (All Category) Public Servants/Representatives जनप्रतिनिधियों यथा लोकसभा सदस्य/राज्यसभा सदस्य/विधानसभा सदस्य/नेता पक्ष अथवा प्रतिपक्ष अथवा उनके दल अथवा निर्वाचन आयोग में पंजीकृत/मान्यता प्राप्त पार्टियों के प्रतिनिधियों अथवा अन्य जनसेवक अथवा जनपद स्तरीय/तहसील स्तरीय/ब्लाक स्तरीय/न्याय पंचायत स्तरीय/ग्राम सभा/पंचायत स्तरीय (समस्त श्रेणी) जनसेवक/प्रतिनिधियों के मामलों में संस्थान के जॉंच अधिकारी/अधिकारियों के सहयोग हेतु विवेचनाधिकारी (पुलिस) के विवेचना जीरो करप्शन बेस्ड पॉलिसी के तहत कराए जाने हेतु तृतीय पक्षीय जॉंच का प्रावधान प्राविधानित होगा।

The investigation related to blackmailing charges against Officer/Officers/Servant/Servants(All Category) by People/People Representative (All Category) Print/Electronic/Other Media could be carried out by Institution's Media Associate and appropriate actions or penalty along with suitable compensation etc would proceed. Zero Corruption Based Policy subject to social/time-bound changes on time to time with the approval granted from President Kendriya Krishi Vikas Sansthan. Zero Corruption Based Policy (ZCBP) will be subject to change from time to time. जन/जन प्रतिनिधियों(समस्त श्रेणी) प्रिन्ट/इलेक्ट्रानिक/अन्य मीडिया एवं प्रतिनिधियों द्वारा संस्थान के अधिकारी/अधिकारियों/कर्मचारी/कर्मचारियों(समस्त श्रेणी) को ब्लैकमेलिंग आदि के मामलों/मामले में सम्बन्धित/प्रभावित अधिकारी/अधिकारियों/कर्मचारी/कर्मचारियों द्वारा मामलों/मामले को संस्थान के मीडिया सहयोगी से जॉंच कराई जा सकती है एवं मामलों/मामले के आधार पर ब्लैकमेलर(समस्त श्रेणी) के विरुद्ध उचित कार्यवाही अथवा दण्डात्मक कार्यवाही के साथ उचित मुआवजा सहित मानहानि आदि की कार्यवाही करायी जा सकेगी। जीरो करप्शन बेस्ड पॉलिसी सामाजिक/समयानुकूलीय परिवर्तन के आधार पर समय-समय पर अध्यक्ष केन्द्रीय कृषि विकास संस्थान से अनुमोदन प्राप्त कर जोड़ा/घटाया जाता रहेगा। जीरो करप्शन बेस्ड पॉलिसी समय-समय पर परिवर्तनीय होगा।

On the basis of research carried out by the institution corrupt officers/servants Aadhar Card will be presented on below mentioned three categories:- संस्थान द्वारा कराये गए शोध के आधार पर भ्रष्टाचारी अधिकारी/कर्मचारी के आधार कार्ड को उसके भ्रष्टाचार के श्रेणी के आधार पर निम्नलिखित तीन श्रेणियों में प्रदर्शित की जाएगी

(A) RED Series

(B) BLUE Series

(C) GREEN Series

If a complaint found true after the institution's investigation there is a provision for reporting and promoting related officer/servant assigned red series Adhaar Card including Adhaar documents and central government-related or red series allocated bearer should not avail government/private services along with any benefit in government schemes etc to the relevant departments/Central Government. संस्थान द्वारा जांच में सत्य पाई गयी शिकायत के आधार पर रेड सीरीज सम्बंधित अधिकारी/कर्मचारी को रेड सीरीज प्रदान करते हुए आधार अभिलेखों सहित आधार को प्रगट किया जायेगा एवं केंद्र सरकार से सम्बंधित अथवा रेड सीरीज प्राप्त हुए आधार कार्ड धारक को सरकारी/निजी सेवाओं आदि के साथ-साथ किसी भी सरकारी योजना का लाभ न दिया जाए, आदि की संस्तुति केंद्र सरकार अथवा सम्बंधित विभागों को संस्तुति सहित अग्रसारित किये जाने का प्रावधान प्राविधानित है |

There is a provision of publishing all details like Adhaar Card and others in the print/electronic media in the case of corruption etc. on the basis of true complaints found in the investigation by the institution. भ्रष्टाचार आदि के मामलों में जांच में सत्य पाए गए शिकायत के आधार पर संस्थान द्वारा सम्बंधित अधिकारी/कर्मचारी के बारे में विभिन्न समाचार पत्रों अथवा प्रिंट/इलेक्ट्रॉनिक मीडिया में समस्त विवरणों यथा आधार कार्ड एवं अन्य के माध्यम से प्रचार प्रसार आदि का कराया जाना प्राविधानित है|
